An EICR is an Electrical Installation Condition Report. It checks the condition of the fixed electrical installation in a property, including wiring, sockets, light fittings and the consumer unit. For landlords, it is an important part of showing that the electrical installation has been inspected and tested by a qualified person.
Landlords must have the electrical installations in rented properties inspected and tested by a qualified person at least every five years, or sooner if the previous report says a shorter interval is needed. The report should also give the date when the next inspection is due.
A copy of the report should be given to an existing tenant within 28 days of the inspection and test. New tenants should receive a copy before they occupy the property, and prospective tenants should receive a copy within 28 days if they request it. If the local council asks for a copy, it must be supplied within 7 days.
If the report shows that remedial work or further investigation is required, landlords must arrange for the work to be completed within 28 days, or sooner if the report specifies a shorter timescale. Once the work is completed, written confirmation should be provided to the tenant and local council within the required timescale.
C1 means danger is present, C2 means something is potentially dangerous, and FI means further investigation is required without delay. These codes mean the landlord needs to arrange remedial or further investigative work. C3 means improvement is recommended, but it does not usually make the report unsatisfactory on its own.
The inspection and testing must be carried out by a qualified and competent person. Electrical inspection is specialist work, so it is important to use someone with the right experience, testing knowledge and insurance. An EICR usually covers the fixed electrical installation, such as wiring, sockets, light fittings and the consumer unit. It does not usually cover portable appliances such as fridges, televisions or other plug-in items. Landlord-provided appliances may need separate checks, depending on the property and the landlord’s responsibilities.
